Abstract

In recent years we have observed a shift in the moral and political economy of refugee governance in Europe. Between 2015 and 2016, Greece staged a spectacle of arriving rafts, orange vests, and volunteer rescue, and Syrians were constructed as ‘genuine’ refugees, the protagonists of the wider ‘refugees welcome’ culture and resettlement programmes across Europe.
