the spring 2020, as the Covid-19 pandemic unfolded. It started with about four thousand public records requests. 4 Not all were answered or even successfully delivered, but around one thousand responses included at least one unorganized worker. Others reported significantly more, including 100 public employers with 100 or more unorganized employees; twelve employers with between 500 and 999 unorganized employees; and eleven with more than 1,000 unorganized employees. In all, the result-ing database contains 69,823 unorganized public employees in Pennsylvania.
