Peng, Qiang Gao, Lingling Yu, Miao Miao, Yuantai Du","doi":"10.3760/CMA.J.ISSN.1006-1924.2019.05.001","DOIUrl":null,"url":null,"abstract":"Objective \nTo understand the current situation of education and management of research integrity in hospitals, medical colleges and medical research institutes. \n \n \nMethods \nA questionnaire survey and data analysis were conducted among 115 management personnel of scientific research and education management departments in 40 hospitals, medical colleges and medical research institutes. \n \n \nResults \n69.57% of the management personnel showed their institutions were able to offer courses related to academic norms or research integrity, 71.30% of the management personnel showed their institutions have formulated punishment regulations related to violating academic integrity or ethics, and 59.13% of the management personnel showed their institutions were able to take the initiative to impose punishment measures after identification research misconduct, more than50% of the management personnel agree it is very necessary to promulgate corresponding rules and regulations, establish research integrity files, implement the one-vote veto system for those who seriously violate research integrity, and carry out research integrity education/academic ethics training/normative education among researchers, more than 70% of the management personnel believe that system constraints, integrity education, increasing penalties, clear responsibilities, supervision and whistleblowing can reasonably and effectively prevent violations of research integrity. \n \n \nConclusions \nThe education and management of research integrity in hospitals, medical colleges and medical research institutes need to be improved. We should further strengthen the education, training and dissemination of research integrity, improve the cognitive level and self-discipline awareness of research integrity, formulate and improve relevant management systems, supervisory and disciplinary mechanisms. Abstract

Objective To understand the current situation of education and management of research integrity in hospitals, medical colleges and medical research institutes. Methods A questionnaire survey and data analysis were conducted among 115 management personnel of scientific research and education management departments in 40 hospitals, medical colleges and medical research institutes. 科研诚信教育管理现状调查分析——以医院、医学院校和医学研究机构为例
目的了解医院、医学院、科研院所科研诚信教育与管理的现状。方法采用问卷调查和数据分析的方法,对40所医院、医学院和医学研究所的115名科研和教育管理部门的管理人员进行调查。结果69.57%的管理人员表示其所在机构能够开设与学术规范或研究诚信有关的课程,71.30%的管理人员表明其所在机构制定了与违反学术诚信或道德有关的处罚规定,59.13%的管理人员表示,在发现科研不端行为后,他们的机构能够主动采取惩罚措施,超过50%的管理人员认为有必要颁布相应的规章制度,建立科研诚信档案,对严重违反科研诚信的人员实行一票否决制,并在科研人员中开展科研诚信教育/学术道德培训/规范教育,70%以上的管理人员认为制度约束、诚信教育、加大处罚力度、责任明确,监督举报可以合理有效地防止科研诚信违规行为的发生。结论医院、医学院、科研院所的科研诚信教育和管理亟待加强。要进一步加强科研诚信教育、培训和传播,提高科研诚信认知水平和自律意识,制定健全相关管理制度、监督惩戒机制。其次,要净化学术氛围,营造良好的学术氛围。关键词:医学;科研管理;研究诚信;诚信教育;完整性管理
