The paper identifies the risk of marine pollution with oil or other hazardous substances / goods, as a possible threat, with major economic, social, political and environmental implications. From this perspective, the paper emphasizes the need to identify solutions that increase the capacity to respond and intervene in order to counter threats and ensure resilience.
