Abstract

O artigo analisa a Empresa Maranhense de Serviços Hospitalares (EMSERH), uma empresa de propriedade do Estado responsável pela gestão da saúde pública que ganhou importância durante o Governo Flávio Dino (2015-2022). Metodologicamente, o artigo baseia-se na coleta de dados em diferentes órgãos estaduais e federais, como TCU, MPU, PF e Secretaria Estadual de Saúde; também foi realizado trabalho de campo, entrevistas a funcionários da empresa e ainda análise dos pronunciamentos oficias do governo e da instituição emitidas em agências de notícias. Propomos analisar a EMSERH como estratégia política de enfraquecimento de grupos opositores, estratégia de substituição do terceiro setor na gestão da saúde, e como racionalização dos recursos destinados à saúde. Aprofunda-se a reflexão discutindo o sistema de contração da EMSERH, sua governança e o foco no atendimento ao usuário. Conclui-se o texto fazendo um balanço de possíveis perdedores e ganhadores com a ascensão dessa organização na gestão da saúde pública maranhense.AbstractThe article analyzes the Hospital Services Company from the state of Maranhão(EMSERH), a company owned by the State and responsible for public health management which became more important during the Flávio Dino Government (2015-2022). Methodologically, the article is based on data collection in different agencies, both state and federal. Agencies such as TCU (Federal General Accounting Office), MPU (District Attorney), PF (Federal Police) and the State Health Department; the fieldwork was conducted by interviewswith company employees and also by analyzing official pronouncements fromthe government and institutions issued by news agencies. We propose to analyze it as a political strategy to weaken opposing groups, a strategy to replace the third sector in health management and as a rationalization of the few resources destined to health. It is discussed the EMSERH’s contraction system, its governance and the focus on customer service. The text is concluded byanalysing possible losers and winners with the rise of this organizationin the management of public health in the state of Maranhão.
