Abstract

As Congress began its new session in earnest, health care leaders faced a brimming plate of leftover health care bills that were left largely unaddressed before the holiday break. Skittish leaders in both parties have one eye on Congress's legacy as seen through the prism of the upcoming November presidential elections.
