Health regulation: who gains?

Abstract

"The American health care system is one of the finest in the world, but in recent years, it has been afflicted with uncontrolled cost escalation which amounts to double the overall inflation rate. The question is not whether regulation of spiraling inflation in the hospital industry is called for but, rather, who should do the regulation: the industry or the state or the federal government".
