Abstract
This study introduces a novel port waste transportation and energy scheduling coupled system, addressing existing research limitations that primarily focus on isolated waste transportation or disposal processes and lack integration of waste-to-energy technology with port energy management systems. The system integrates multiple treatment facilities equipped with waste-to-energy technology and multiple waste collection stations, establishing a dynamic link between solid waste transportation quantities and the energy output of treatment facilities, while considering collaborative transportation of solid waste and collaborative energy scheduling among facilities. To balance the conflicting objectives of port authority and treatment facilities, a bi-level programming model is proposed. After transforming the asymmetric Nash bargaining game and applying Karush-Kuhn-Tucker conditions, the model is solved using commercial solvers. Comparative analysis of different cases under uncertain renewable energy generation and electrical load conditions shows that integrating lateral transportation and collaborative energy scheduling achieves the lowest economic costs and highest environmental benefits. Specifically, compared to the baseline Case 1, Case 4, which integrates both lateral transportation and collaborative energy scheduling, reduces the average cost of the port authority by 0.95%, the average total cost of treatment facilities by 54.39%, the average carbon emissions of the port authority by 3.63%, the average total carbon emissions of treatment facilities by 11.94%, and the average electricity purchased by treatment facilities from the distribution grid by 31.44%. The proposed system offers viable solutions for the sustainable development of port waste management and energy scheduling.

The theoretical, experimental and operational aspects of electrical and electronics engineering and information technologies as applied to Intelligent Transportation Systems (ITS). Intelligent Transportation Systems are defined as those systems utilizing synergistic technologies and systems engineering concepts to develop and improve transportation systems of all kinds. The scope of this interdisciplinary activity includes the promotion, consolidation and coordination of ITS technical activities among IEEE entities, and providing a focus for cooperative activities, both internally and externally.
