Abstract
This article examines how food insecurity became established as a public problem in Belo Horizonte by tracing the actors, disputes, and framings shaping this arena over time. Drawing on historical sources and 37 key-informant interviews (2024–2025), it adopts a public-arena approach understanding public problems as being constituted through interaction and contestation. The trajectory of Food and Nutrition Security (FNS) policies shows that their durability derives from sustained democratic experimentation and recurrent re-problematization led by state and non-state actors. These interactions co-produced a moral grammar that framed hunger as indignity, underpinning the institutionalisation, adaptability, and public legitimacy of FNS policies.
