Abstract

The COVID-19 pandemic reconfigured the global political–economic landscape and compelled states to recalibrate foreign policy. This article shows how Vietnam has repositioned itself through a calibrated hedging strategy that bridges Realism (security–power) and Liberalism (cooperation–institutions).
