Collaborative training is achieved by aligning reward signals and providing inner-level agent actions as state information to outer-level agents. To mitigate over-exploration caused by network reconfiguration, graph neural networks (GNNs) are utilized to identify representative topologies, simplifying the reconfiguration space.
