Abstract
This study delves into the multiscale economic resilience dynamics within the Central and Southern Liaoning Region of China from 2013 to 2023, focusing on the evolution and interactive processes between individual cities (city-level) and their interconnected urban networks (network-level) based on a comprehensive framework under the COVID-19. The findings include: (1) The economic structure at both scales has evolved toward greater integration and complexity. By 2023, network-level demonstrated significant strengthening in core industries and inter-industry connections; (2) Following the COVID-19 pandemic, the overall resilience of the urban network and individual cities is progressing toward the reorganization stage (α) in the adaptive cycle model. Resilience had achieved a notable increase by 2023, particularly at network-level; (3) Network-level shocks significantly influence the tightness of the city-level, while city-level shocks substantially affect the related variety of the network-scale. The study provides valuable insights on economic resilience, offering practical guidance for fostering resilient urban development.

Habitat International is dedicated to the study of urban and rural human settlements: their planning, design, production and management. Its main focus is on urbanisation in its broadest sense in the developing world. However, increasingly the interrelationships and linkages between cities and towns in the developing and developed worlds are becoming apparent and solutions to the problems that result are urgently required. The economic, social, technological and political systems of the world are intertwined and changes in one region almost always affect other regions.
