The generalised and partial indicators for assessing these obstacles are highlighted. A method for decomposing the generalised indicator for assessing barriers to energy-saving technological changes at enterprises has been developed. The developed theoretical foundations have been tested on the example of Ukrainian industrial enterprises. The conducted empirical analysis, in particular, showed that the average values of the generalised level of barriers are quite high and amount to: for enterprises producing metal products – 0.423, for enterprises producing glass products – 0.386, and for enterprises producing clay products – 0.468. Thus, the majority of the surveyed enterprises need to implement measures to overcome the barriers that arise when implementing energy-saving technologies.
