To thoroughly implement the national Marine economic development strategy, optimize the allocation of Marine resources, and comprehensively improve the comprehensive competitiveness of China's Marine economy, it is necessary to deeply explore the dynamic interaction between Marine industry and factor flow. This paper first defines the connotation of the modern Marine industry system, and based on exploring the logical relationship between the development of modern Marine industry and Marine multiple flows, takes China's coastal provinces as the research object, constructs the index system of modern Marine industry development and Marine multiple flows, and evaluates the development level, coupling and interactive response relationship between modern Marine industry and Marine multiple flows. It is found that although the level of the modern Marine industry and the coupling and coordination level of the two subsystems have been improved, there is still an obvious spatial differentiation law, and some coastal areas have not yet formed a positive interaction. The corresponding policy suggestions are also given.
