And gross ocean product, added value of major marine industry, ocean-related employed personnel, ocean-related consumer goods, and cargo handled at coastal seaports were selected. With the help of data processing forward positive “translation”, standard deviation, coefficient of variation, Gini coefficient and Theil coefficient were used to characterize the differences degree of each resilience dimension. Subsequently, the characteristics and causes of the differences of marine economy resilience in China and three coastal regions from 2007 to 2016 were explained in stages. Finally, the policy implications of marine economy resilience in coastal regions were proposed, respectively. The results showed that (1) The financial crisis and the New Economic Normal aggravated the differences of the resilience of gross ocean product in China, the Northern Marine Economy Circle and Eastern Marine Economy Circle. (2) The financial crisis had decreased the resilience of major marine industries in Hebei, Shandong, Shanghai, Guangxi and Hainan. (3) The difference patterns of the resilience of ocean-related employment in China were caused by regional differences. Meanwhile, Hebei, Guangxi and Hainan needed to strengthen the resilience of ocean-related employment. (4) The differences of the resilience of cargo handled at coastal seaports in China and three coastal regions from 2007 to 2014 were smaller. (5) The resilience of ocean-related consumer goods of Hebei, Liaoning, Tianjin and Shanghai for resisting impacts were slightly insufficient.
