Theoretical dimensions for integrating research on anticipatory governance, scientific foresight and sustainable S&T public policy design

However, there is a gap—and a critical opportunity—for research on architectures supporting Anticipatory Governance (AG) that integrates Scientific Foresight (ScF) and the design of sustainable S&amp;T policies, especially at federal and state levels in emerging countries. In this context, this paper aims to enhance understanding of the theoretical dimensions essential for integrating AG, ScF, and sustainable S&amp;T policy design, proposing an emergent systemic framework. Adopting a Systematic Literature Review (SLR), the analysis identifies seven theoretical dimensions that unify these three themes, opening new possibilities for integrated research. This method also supported the development of a systemic framework for Anticipatory Governance, Scientific Foresight, and Sustainable S&amp;T Policy Design, setting up foundational components for further testing, development, implementation, and providing a research agenda for Anticipatory Governance Systems. The future of Science and Technology (S&T) is a continuous and strategic priority for governments, universities, and organizations, driving societal benefits through innovation, sustainability, and development.
