By X-ray photoelectron spectroscopy measurements, the valence variation model was excluded to explain the persistent luminescence of CaF<sub>2</sub>:Gd<sup>3+</sup>. Potential applications including static labeling and dynamic tracking were demonstrated depending on such ultraviolet-B persistent luminescence.
