Subsequently, the AHP, enhanced through Dong and Saaty’s methodology, establishes a consensus-based assessment of the importance of these barriers, using the judgments of five experts. Next, a FIS is utilized, with rule bases automatically derived from the preceding weights, eliminating the need for another round of expert input.
