The purpose of the study is to summarise the global experience of implementing sustainable urban development programmes and their transition to zero-emission cities and to develop proposals for its implementation in the substantiation of urban development programmes in Ukraine. The study is based on a system of methods that includes conceptual approaches to sustainable inclusive development based on a balanced approach, generalisation of global digital trends in the transition of cities to zero CO2 emissions, practical results of decarbonisation projects and identification of indicators for their achievement.
