The study employs a qualitative research method, focusing on stakeholder collaboration, accountability, and continuous improvement. It compares Finland's high-quality education system with Indonesia's decentralized system, strong school autonomy, and focus on student welfare. The research also incorporates policy analysis to assess the impact of existing education policies on educational quality. Qualitative methods like observations and document analysis are used to gain a deeper understanding of public administration practices in education. The proposed IGMEQ-ID aims to address challenges in Indonesia by incorporating elements of decentralization, student welfare, and professional development, fostering trust-based evaluation and professional collaboration.
