This study used a quantitative method, which was carried out at Sungai Lilin sub-district office employees. The data sources for this research were primary data and secondary data using data collection techniques using questionnaires, interviews, observation and literature studies. The population in this study were employees of the Sungai Lilin sub-district office, the sample in this study was 60 respondents using Sugiyono's theory. The sampling technique uses the Probability Sampling technique, which is a technique that provides equal opportunities for each element (member) of the population to be \nselected as a sample. The data processing technique of this study used the computer-assisted SPSS version 22 program. The results of this study indicated that human resource quality management (X) had an effect on service performance (Y), this was based on a correlation value of 0.736 with a significance level of 1.000, which means resource quality management human resources and service performance have a strong relationship, in the Coefficient of determination test (R2) of 0.542 meaning that the human resource quality management variable affects service performance by 54.2 percent, while the remaining 45.8 percent is influenced by variables not examined in this study This. In the t test (hypothesis test), the value of tcount > ttable is 8.291 > 2.002 and is corroborated by sig.
