However, the primary force behind these patterns is growing demand for land to meet housing needs, aided by the failure of state institutions to perform their land use control and wetland protection functions. To achieve sustainable urban development, there is an urgent need to ensure effective wetland management by enforcing existing land use, development control, and wetland protection measures. This calls for the strengthening, resourcing, and closer collaboration of the relationships between the various state agencies responsible for urban planning and wetland management.
