It assesses the regulatory framework governing the energy sector, identifying deficiencies and proposing avenues for enhancement to ensure transparency and efficiency. This study explores the prospects and challenges associated with the Baynes Binational Hydroelectric Project on the Angola–Namibia border, highlighting its potential to foster regional cooperation and bolster energy security.
