Nascent policy subsystems in polycentric governance networks: The case of sea‐level rise governance in the San Francisco Bay Area

We find that the network portrays a nascent subsystem developing out of pre‐existing coalitions focused on two facets of environmental advocacy: environmental protection and environmental justice. A policy subsystem is a system of relations between actors within the context of a specific, territorially bounded policy issue. Mature policy subsystems feature well‐established, easily distinguishable, confrontational coalitions.
