On the other hand, when the assessors are grouped into implementers and external assessors, there was no significant difference in the level of effectiveness in the areas of packaging, labeling, and color-coding, enforcement and regulatory whereas, there was a significant difference in advocacy and quality standards. From the narrative of key stakeholders of the grains industry, PGSP has disclosed issues and gaps that need to deal with by the implementers to enhance its effectiveness. Abstract
