Abstract

Adaptations to digitalization and climate change of all aspects of society are important issues of innovation management at the local and regional levels. 适应社会各方面的数字化和气候变化是地方和地区创新管理的重要问题。本文论证了1) 实现城市和地区战略目标的智能专业化的组成部分;2) 利用智能专业化机制实现地区经济的创业潜力;3) 根据欧洲经验为乌克兰城市的创新发展引入智能专业化;4) 建立城市和地区创新管理对智能专业化的适应能力的指标。将辩证法与智能专业化组成部分的知识和归纳方法相结合,在跨行业集群的基础上推导出实现区域经济创业潜力的方法,成为为市政当局制定建议的基础。将市政和区域创新管理的可持续性扩展到智能专业化,是考虑到利用智能专业化机制的主要假设来实现区域经济创新潜力的重要性。农业能源集群模式的优先方向应是建立 "政府-企业-科学-教育 "互动的集群模式。为了实现这一目标,西乌克兰国立大学的科学家们论证并制定了《2020-2023 年特尔诺皮尔地区智能专业化领域创新支持计划》,该计划旨在智能、可持续和全面发展的框架内实施地区经济能力建设的创新方法。
