O DESEMPENHO DAS FUNDAÇÕES DE APOIO ÀS INSTITUIÇÕES FEDERAIS DE ENSINO SUPERIOR: O ESTUDO DE CASO DA FUNDAÇÃO CULTURAL E DE FOMENTO À PESQUISA, ENSINO, EXTENSÃO E INOVAÇÃO, PI - BRASIL

Abstract

O Terceiro Setor, incluindo as fundações de apoio, desempenha um papel crucial ao complementar o setor público, oferecendo suporte financeiro e administrativo às Instituições Federais de Ensino Superior (IFES) para projetos de pesquisa, ensino e extensão. O estudo investigou o desempenho da Fundação FADEX na captação e administração de recursos para a Universidade Federal do Piauí (UFPI). A metodologia empregada neste estudo teve uma abordagem descritiva, envolvendo a análise de conteúdo contido nos Relatórios de Atividades do período de 2018 a 2022, juntamente com documentos internos da FADEX e UFPI. Os resultados destacaram um aumento nas parcerias e recursos gerenciados pela FADEX, majoritariamente provenientes de fontes públicas de financiamento. A quantidade de projetos sob sua gestão continuou a crescer, demonstrando uma colaboração crescente com outros setores públicos. No entanto, a FADEX precisa aprimorar sua captação de recursos financeiros e a detalhamento de relatórios de gestão e contratos para melhor identificar as fontes de recursos e sua alocação específica em áreas como ensino, pesquisa, extensão, desenvolvimento institucional, inovação tecnológica e empreendedorismo, visando melhorar sua eficiência no apoio à UFPI. Instituições Federais de Ensino Superior.   Abstract: The Third Sector, including supporting foundations, develops a crucial role in complementing the public sector, offering financial and administrative support to Federal Higher Education Institutions (IFES) for research, teaching and extension projects. The study investigated the performance of the FADEX Foundation in raising and managing resources for the Federal University of Piauí (UFPI). The methodology used in this study had a descriptive approach, involving the analysis of content contained in the Activity Reports for the period from 2018 to 2022, together with internal documents from FADEX and UFPI. The results highlighted an increase in partnerships and resources managed by FADEX, mostly coming from public funding sources. The number of projects under his management continued to grow, demonstrating growing collaboration with other public sectors. However, FADEX needs to improve its fundraising and the detailing of management reports and contracts to better identify sources of resources and their specific allocation in areas such as teaching, research, extension, institutional development, technological innovation and entrepreneurship, aiming to improve its efficiency in supporting UFPI.
