In addition, floodplain boundaries based on Federal Emergency Management Agency Q3 maps were compared to the extent of flooding on the aerial photo. Actual emergency response operations undertaken through the Pitt County Emergency Operations Center during the flood event are described, and are used to provide a context for evaluating the potential utility of these models. Abstract
