In this research, a descriptive approach is used to express the variables of total quality management. It is represented by focusing on customer auditors, employee needs, staff improvement of operations, administrative needs for competition and institutional performance. The research is based on the opinions of The research sample consisted of 100 people employees in the General Directorate of Education at the Holy Karbala. The research problem was identified in answering the following questions: What is the impact of total quality on the institutional performance in the General Directorate of Education in The Holy Karbala? Is there an effect of the employees' needs as a dimension of the overall quality dimension on the institutional performance in the General Directorate of Education at Holy Karbala? The research aims to achieve several objectives. It aims to identify the impact of employees’ needs on the institutional performance in the General Directorate of Education at Holy Karbala, to identify the influence of governmental and technological needs on the institutional performance, and to identify the impact of work focus on institutional performance. The study depend on the five-point of Likert scale in designing the questionnaire. Statistical methods such as correlation coefficient are used to determine the relationship between variables and extract as standard deviation, the arithmetic mean, and others. The equations are extracted by using the computer program (SPSS, V, 22).
