Goal setting in government programs in the mirror of Russian scientific literature

Abstract

Government programs are one of the most popular tools for achieving the priorities and goals of state policy in the field of socio-economic development and ensuring national security of the Russian Federation. However, the actual contribution of government programs to solving the problems of socio-economic development of the country does not always correspond to the expected one. This discrepancy has a whole range of reasons, including goal-setting in the process of developing government programs. The ultimate goal of this study is to develop recommendations for improving the quality of goal-setting in the development of government programs, and as the first step of the study, the study of scientific literature on this topic was naturally undertaken. This article analyzes the views of Russian scientists on the problem of goal-setting in the development of government programs.
