Citizens’ Appeals on the Feedback Platform: From Experimental Implementation to Legal Regulation

Abstract

The article scrutinizes the role of an experimental implementation of the Feedback Platform – (hereinafter re-ferred to as the FTP), created for the purposes of Internet-interaction between the authorities and the population on the basis of the portal “Gosuslugi”. It investigates the possibilities of improving the public-law regulation of relations arising in the process of citizens’ appeals to the authorities through the Feedback Platform. The issues of legal support of state communications in the system “Unified portal of state and municipal services” through the FTP are emphasized. Moreover, the article presents the problems of digitalization of feedback in Russia, discussed by some representatives of the scientific community. The fundamentals of the legal status of ap-peals in FTP are considered, as well as innovations that will come into force on September 1, 2023 in conjunc-tion with the adoption of the Federal Law of August 4, 2023 No. 480-FZ “On Amendments to the Federal Law “On the Procedure for Consideration of Appeals of Citizens of the Russian Federation””.
