This study analyzes the dissemination characteristics of network public opinion in the new media era, including its main types and basic features. It summarizes the various difficulties in the governance of government network public opinion at present, such as the relatively lagging legal construction, conservative governance concepts, the need to improve the ability to manage network public opinion, and the need to improve response mechanisms. It points out that these are the main reasons for the inadequate guidance of public opinion and governance by local governments at present.
