In accordance with the project practices, this article tries to determine the reasons for low-quality welding-related NCR content from three aspects: document flow process, skill levels of technicians, and nonconforming-item control procedure. The technical evaluation requirements on welding-related NCRs are put forward from the perspective of design evaluation in accordance with regulations, standards, design principles, professional knowledge, and engineering practices. According to human performance theory, these evaluation requirements can be used to guide the preparation and review of welding-related NCRs.
