While certain segments of CEE populations may be vulnerable to disinformation, the region also boasts civically engaged publics that want to take an active part in fostering societal resilience. The rise of digital elves (volunteer information warriors taking the fight to online trolls), the outsourcing of counter-disinformation activities to popular public institutions (like the police and military), and the use of crowdfunding to support news literacy education and independent media outlets present compelling alternative strategies towards responding to foreign influence. Abstract

Central and Eastern Europe has become a ripe target for disinformation and malign narratives propagated by foreign actors.
