Abstract

This paper aims to analyze the obstacles and challenges faced by the National Narcotics Agency (BNN) of Papua Province in handling Drugs Trafficking and Illicity Goods in Jayapura City, Papua Province. The phenomenon of transnational crime is further strengthened by the development of globalization which results in the blurring of national boundaries. One form of this crime is drug smuggling. Cases that occurred in Indonesia in the range of 2018 - 2020 there were 2,777 cases. Meanwhile, in Papua the span of the year showed 96 cases of narcotics trafficking with 100 suspects. The Papua Province National Narcotics Agency (BNN Papua) is a non-ministerial government agency tasked with preventing and eradicating drug abuse and illicit trafficking. This study then discusses the efforts made by the Papua National Narcotics Agency and examines the existing obstacles and challenges. This research was conducted using a qualitative method because the data presented were based on interviews and observations so that the results obtained were objective and actual data. The output of this research is that in order to eradicate drug abuse and illicit trafficking (drugs trafficking) it cannot be done by one person alone; it requires cooperation from various elements of society and other parties such as the Police and Customs. BNN Papua has made various efforts to ensure that drug abuse and illicit trafficking disappears from Indonesia. Some of the activities carried out include educating the public, rehabilitating former users, and eradicating narcotics smuggling.
