The results of the study revealed that there were differences in the maturity level of open government in the two government institutions studied. The Ministry of Religion still tends to be at the initial condition level even though the outcome indicators are already at the open participation level. The Ministry of Finance has tended to be at the open participation level even though the capability is still at the initial level. Abstract

Changes in information technology have an impact on changing demands for more open governance. A number of data points and study results show that governance in Indonesia still tends not to be open, even though it has gone through several periods of bureaucratic reform. This study aims to explain the level of open government maturity in state institutions on social media after bureaucratic reform.
