In the proposed scheme, bandwidth is borrowed from the applications that are already running in a cell for the new/handoff calls based on the fuzzy parameters such as application priority, age of the connection and bandwidth allocated during the connection time. The scheme guarantees that no connection gives up more than its fair share of bandwidth. The scheme has been extensively simulated for its operation effectiveness. Abstract
