Over the past 5 years, breakthroughs have been achieved in the typical application fields of BeiDou navigation satellite system (BDS) such as dynamic safety supervision for road transport, vessel monitoring and management and security responses with the growing demands for applying BDS in national demonstration projects. To standardize and improve the quality of GNSS application service in transportation, the Ministry of Transport of the People's Republic of China has established related standards for GNSS applications. However, problems such as too narrow coverage, repeated formulation, varying quality and difficulties in coordination have appeared owing to the lack of top-down designs and plans as the development of the transportation informatization.
