Abstract

Many strategies have been used to face the challenges of organization and functioning of primary health care in the Brazilian health system. In this study, we analyzed the management mechanisms present in the context of the implementation of the Program for Improving Access and Quality of Primary Care, based on the discourse of municipal health managers, presenting analyzes anchored in post-structuralist premises. The perception of the consolidation of the formal model of work management in health services is highlighted, using performance evaluation and payment of financial rewards as motivation strategies for improving the work process and for disciplining and controlling care workers basic.
