The interpretation of obtained results made it possible to develop recommendations on refining the policy in this sphere and define hot topics of follow-up studies. Abstract

This publication reveals a solution of the problem concerning identification and definition of the role, place, and effective use of self-employed persons' labour activity within the context of studying the issue of human capital development in an agricultural region. A special form of employment requires unifying the government regulation of their activities.
