Abstract

Outside the capital, England is one of the largest areas in the liberal democratic world that still lacks any form of regional governance and its own parliament and government, unlike the rest of the UK. Here, local authorities are the only other tier of elected government. Councils and mayors play a key role in the democratic life of cities, towns and regions.
