Considering user selection behavior, IES package which fits the actual energy consumption behavior of customers is employed to help power service provider to further gain dominance and more profit in the electricity market. The multi-dimensional energy-using behavior is identified through user portrait, and the service adapting matrix is determined by Delphi method. The multi-dimensional vector and the adapting matrix are combined fuzzily to obtain the service matching vector, which is adopted as the standard of user classification. Then, the selection behavior of different user groups is estimated based on MNL rule. Moreover, the package evaluation model is established with the objective function of maximizing the benefit of power service provider.
