The article investigates modern information models that change the systems of competencies of project managers, approximate models, and methods of decision making. The patterns of behavior of project managers in creating a project product and project management are studied. Abstract

Global processes and their trends that occur in various fields of knowledge with a significant acceleration affect the development of information technology and project management competencies, programs, and project portfolios.
