La politique agricole commune face à la question climatique : l’Accord de Paris change-t-il la donne ?

Abstract

EnglishThe Paris Agreement of the 22th of April 2016 aims to strengthen the global response to the threat of climate change, holding the increase in the global average temperature and increasing the ability to adapt to the adverse impacts of climate change. Given its significant weight in global greenhouse gas emissions, agriculture should be part of the collective effort. To this end, the Common Agricultural Policy must be mobilized. This raises the following questions: Is the 2013 the Common Agricultural Policy sufficient in this respect? Should it be reformed or even transformed? We will try to answer these questions. francaisL’Accord de Paris du 22 avril 2016 vise a « renforcer la riposte mondiale a la menace des changements climatiques en contenant l'elevation de la temperature moyenne de la planete et renforcer les capacites d'adaptation aux effets nefastes des changements climatiques. » Vu son poids non negligeable dans les emissions mondiales de gaz a effet de serre, l’agriculture devrait participer a l’effort collectif. A cette fin, la politique agricole commune doit etre mobilisee. Se posent alors les questions suivantes : la politique agricole commune de 2013 est-elle suffisante a cet egard ? Faut-il la reformer, voire la transformer ? Nous tenterons de repondre a ces interrogations.
