Abstract

Disaster risk and subsequent loss and damage in Asia are increasing at an alarming rate, threatening socioeconomic gains. Arresting this rapid increase in exposure requires risk-informed development and urban planning—a challenging proposition complicated by multiple economic and political incentives.
