THE ROLE OF INFORMATION AND COMMUNICATION TECHNOLOGIES IN ENSURING THE EFFICIENCY OF PUBLIC ADMINISTRATION

Ведмідь П.В. аспірантка кафедри державного управління філософського факультету Київський національний університет імені Тараса Шевченка У статті розкрито сутність інформаційно-комунікаційних технологій (далі – ІКТ), наведено різні точки зору щодо визначення цього поняття серед науковців. Узагальнюючи підходи до визначення сутності інформаційно-комунікаційних технологій, наведено авторське визначення цього терміну. У статті розглядається місце інформаційно-комунікаційних технологій у сучасному розвитку суспільства. Визначено, що сучасні інформаційно-комунікаційні технології є основою функціонування електронного уряду. Розкрито вплив інформаційно-комунікаційних технологій на ефективність державного управління, значення ефективної співпраці органів влади з громадянами завдяки новітнім електронним ресурсам та мережі Інтернет; порушується питання можливості безпосередньої участі громадян в управлінні державними і недержавними структурами. Висвітлено роль і функції інформаційно-комунікаційних технологій в управлінні як визначальній функції публічного адміністрування. Визначено, що ефективність державного управління багато в чому залежить від рівня налагодження комунікації між різними органами державної влади, суспільними групами та засобами масової інформації. У статті також йдеться про чинники, які заважають впровадженню IKT у сферу державного управління або взагалі його унеможливлюють. Визначаються можливості, проблеми і перспективи реалізації модернізаційного потенціалу ІКТ в державному управлінні. Коротко охарактеризовано деякі країни світу – лідери з широкого впровадження ІКТ в державному управлінні та побудові роботи органів державної влади на нових принципах відкритості, «єдиного вікна» і зворотного зв’язку. Стан розвитку ІКТ у різних країнах в сучасній світовій практиці вимірюється за допомогою Індексу розвитку ІКТ (далі – ICT Development Index), який розраховується за 11 показниками. Наведено результати останнього дослідження Індексу розвитку ІКТ, яке проводилося у 2017 році, зокрема проаналізовано місце України серед інших країн у цьому рейтингу. The essence of information and communication technologies (ICT) is revealed on the article, different points of view on the definition of this concept among scientists are given. The approaches to defining the essence of information and communication technologies are summarized, the author’s definition of this term is given. The place of information and communication technologies in the modern society is considered in the article. It is determined that modern information and communication technologies are the basis of e-government. The influence of information and communication technologies on the efficiency of public administration, the importance of effective cooperation of government agencies with citizens through the latest electronic resources and the Internet are revealed; the question of the possibility of direct participation of citizens in the management of state and non-state structures is raised. The role and functions of information and communication technologies in management as a determining function of public administration are highlighted. It is determined that the effectiveness of public administration largely depends on the level of communication between various public authorities, social groups and the media. It is also discusses about the factors that hinder the introduction of ICT in the field of public administration or make it impossible at all. Opportunities, problems and prospects of realization of ICT modernization potential in public administration are determined. Some countries of the world – leaders in the widespread introduction of ICT in public administration and building the work of public authorities on the new principles of openness, “single window” and feedback are briefly described. The state of ICT development in different countries in modern world practice is measured using the ICT Development Index, which is calculated by 11 indicators. The results of the latest study of the ICT Development Index, which was conducted in 2017, are presented, in particular, the place of Ukraine among other countries in this ranking is analyzed.
