Combining with the factors of distribute network planning, a new comprehensive evaluation method named analytic network process (ANP) is proposed. Considering influence and restriction of the index with one another, a comprehensive evaluation model of distribute network planning is constructed using the theory. It overcomes the shortage of traditional analytic hierarchy process which requires independence among each index, and gains more reasonable actual index weight through super matrix calculating. To demonstrate the proposed method a worked example is performed on a test evaluation of distribution network planning. Abstract
