FOO protocol is a protocol that can be applied to large-scale electronic voting. An electronic voting scheme is proposed based on the FOO protocol. The blank vote and the intermediate institution are introduced into the scheme to generate the only serial number, and the blank vote is used in each phase, introducing the supervising institution to verify the key of bit commitment. By analysis, the scheme can effectively solve the security problems such as vote collision, abstention, anonymity, receipt-freeness, and so on.
