We believe that this year's workshop program maintains PEPM's tradition of being the premier forum for presentation of research results and experience reports on partial evaluation and semantics-based manipulation of programs. The call for papers was based on a broad interpretation of program manipulation and continues the efforts of recent years to expand the scope of PEPM significantly beyond the traditionally covered areas of partial evaluation and specialization. Special encouragement was given to papers that break new ground, including descriptions of how program/model manipulation tools can be integrated into realistic software development processes, descriptions of robust tools capable of effectively handling realistic applications, and new areas of application. \n \nThe call for papers attracted 45 submissions, of which 6 were tool demonstration papers. Each submission received at least three reviews, by program committee members assisted by external reviews from over 50 external reviewers. After thorough discussion the program committee accepted 14 regular research papers and 4 tool demonstrations. The program also includes two invited contributions by Lennart Augustsson and Jeremy G.
