The best tradeoff is achieved using the dynamic game-theoretical approach in this paper, from the individual rationality and the social fairness perspective. Therefore, a two-step resource management scheme is investigated in the cognitive radio networks context, where the initial allocation focus on the personal efficiency and the second adjustment focus on the social fairness and the overall performance. Both the proposed algorithms during the two-steps scheme are distributed, with the help of the iterative water-filling algorithm and the sub-gradient method. Abstract
